AI’s far-reaching benefits can be seen across various sectors, including healthcare, education, climate change, and transportation. However, as AI technology continues to advance, a growing concern known as the AI divide has surfaced. This divide threatens to leave behind individuals with limited access to technology, exacerbating existing social biases and creating a world where AI advantages are accessible only to a privileged few. As society stands on the cusp of the AI revolution, it is increasingly crucial to ensure that the transformative power of artificial intelligence benefits all members of society, regardless of their socio-economic background. This analysis will explore the concept of the AI divide and its potential implications for society, drawing upon insights from experts in the field. The central argument emphasises the importance of developing and implementing policy recommendations and strategies to bridge the AI divide: by fostering a more inclusive and equitable approach to AI, its potential can be harnessed to create a better, fairer world for everyone.

What is the AI Divide?

In simpler terms, the AI divide refers to the growing gap between those who can access and benefit from AI technologies and those who cannot. This divide results from various factors, including unequal access to technology and the potential for AI systems to reinforce existing biases in society.

The digital divide is one aspect of the AI divide and refers to the unequal access to technology and internet connectivity among different groups in society (Hilbert, 2016). This inequality arises due to factors such as income, education, and geographic location. As a result, individuals who lack the necessary resources to access or effectively use AI technologies may find themselves at a disadvantage in a world increasingly reliant on AI-driven solutions. The digital divide worsens disparities between those who can benefit from AI technologies and those who cannot, further widening socio-economic gaps (Noble, 2018). For example, AI-driven educational tools can enhance learning experiences and outcomes, but children from low-income families may not have access to the devices or internet connectivity required to take advantage of these resources (Bulman & Fairlie, 2016). Consequently, the benefits of AI are unevenly distributed, disproportionately benefiting those with greater access to technology and perpetuating existing inequalities (Noble, 2018).

In addition to the digital divide, the AI divide also involves the reinforcement of existing social biases. AI technologies rely on data and algorithms for decision-making, and biassed data inputs can lead to biassed outputs (Noble, 2018). For instance, if an AI-driven hiring tool is trained on historical data reflecting discriminatory hiring practices, the AI system may inadvertently perpetuate those biases in its recommendations, putting marginalised communities at a disadvantage (Angwin et al., 2016). Biassed algorithms can have far-reaching implications, affecting areas such as access to credit, housing, and even medical treatment (Eubanks, 2018). Furthermore, the lack of diversity among AI developers and researchers can contribute to the creation of biassed AI systems, as unconscious biases can be inadvertently incorporated into the algorithms. First of all, addressing the digital divide requires investment in rural and underprivileged areas to ensure all individuals have access to reliable internet connectivity and necessary devices (Hilbert, 2016). Governments can work with private companies to invest in infrastructure, particularly in rural and underprivileged areas, ensuring that all individuals have access to reliable internet connectivity and the necessary devices (World Bank, 2020). Public-private partnerships can provide affordable internet access to low-income households and individuals with disabilities, promoting digital inclusivity across socio-economic backgrounds (Chadwick et al., 2022). Equally important, it’s essential to prepare individuals for an AI-driven future by teaching them about AI technologies and how to use them (Just & Latzer, 2019). This can be done by integrating AI education in schools and universities, equipping students with the skills and knowledge required to navigate and participate in AI development and decision-making processes. Public awareness campaigns and adult education programs can also be implemented to ensure that individuals of all ages are aware of the potential benefits and risks associated with AI technologies (Selwyn, 2016). Special emphasis should be placed on including marginalised communities in these educational efforts to reduce the AI divide (DiMaggio et al., 2004).

Last but not least, transparent AI development and data sourcing can help identify and mitigate potential biases in AI systems, addressing the reinforcement of existing social biases (Eubanks, 2018). Policies and guidelines promoting transparency and accountability in AI development can contribute to the creation of fairer and more equitable AI technologies (Floridi et al., 2018). Moreover, AI-based hiring platforms, such as Pymetrics and Blendoor, are being developed to promote diversity and inclusion in the workplace. By using AI algorithms to analyse applicants’ skills and qualifications without relying on potentially biassed factors such as race, gender, or age, these platforms can reduce discrimination in the hiring process (Pasquale, 2016).

Global Projects in Bridging the AI Divide Gap

Global collaboration plays a pivotal role in ensuring that the benefits of AI are equitably distributed across societies. By establishing international standards and guidelines, countries can work together to create a global AI ecosystem that promotes inclusivity and fairness. The European Union has also taken steps to regulate AI, introducing new legislation that sets stringent ethical standards and imposes penalties for non-compliance (European Commission, 2021). By establishing a legal framework that prioritises transparency, fairness, and accountability, the EU’s AI regulations contribute to the global effort of bridging the AI divide and ensuring that AI advancements benefit all members of society.

Cross-border partnerships and initiatives are another essential component of global collaboration in the AI space. The AI for Good Global Summit, organised by the International Telecommunication Union (ITU) and the United Nations (UN), brings together AI experts, policymakers, and industry representatives to discuss and develop AI solutions that address global challenges, including the AI divide (ITU, n.d.). Through dialogue and cooperation, the summit fosters the exchange of ideas and resources that can help bridge the AI divide on a global scale. The Global Partnership on AI (GPAI) is another international initiative that aims to promote responsible AI development and use while addressing inequalities arising from AI implementation (Global Partnership on AI, n.d.). Composed of multiple countries, the GPAI encourages knowledge sharing and collaboration to ensure that AI technologies are developed and deployed in ways that benefit all of humanity.

On top of these initiatives, UNESCO’s Ethics of Artificial Intelligence plays a significant role in fostering responsible AI development and deployment on a global scale. Recognizing the potential impact of AI on society, UNESCO emphasises the need for ethical guidelines to ensure that AI technologies are aligned with human rights, social justice, and environmental sustainability (UNESCO, 2021). In 2021, UNESCO initiated a global consultation process involving various stakeholders, including governments, civil society, academia, the private sector, and international organisations, to develop a set of AI ethics recommendations. The outcome was a comprehensive framework that addresses critical ethical concerns associated with AI (UNESCO, 2021). Some key points of UNESCO’s AI ethics framework include ensuring transparency and explainability of AI systems, prioritising privacy and data protection, promoting human oversight and control over AI decisions, and emphasising accountability and responsibility for AI developers and users (UNESCO, 2021). The framework also underlines the importance of incorporating cultural, gender, and geographical diversity in AI development to avoid perpetuating biases and discrimination. Furthermore, the guidelines call for the promotion of environmental sustainability by encouraging AI developers to consider the ecological footprint of their technologies and adopt sustainable practices (UNESCO, 2021).

Another essential aspect of the UNESCO AI ethics framework is the focus on AI for social good, advocating for the development and deployment of AI technologies that contribute to solving pressing global challenges, such as poverty, inequality, and climate change (UNESCO, 2021). This entails fostering partnerships between public and private sectors, civil society, and academia to facilitate the sharing of knowledge, resources, and best practices in AI development. Through these comprehensive ethical guidelines, UNESCO aims to create a global AI ecosystem that respects human dignity and promotes social and environmental well-being, ultimately guiding AI development and deployment toward benefiting all members of society (UNESCO, 2021).
