From Fire Wars to Digital Safety: Combatting Hate Speech and Online Harms

Introduction

With the popularity of the Internet and the vigorous development of social media, social media has penetrated all aspects of our daily life and become an indispensable part. It is not just a platform for instant interaction, but a bridge to the world, allowing us to share and communicate with friends, family and people across the globe. In this digital age, we turn to social media to share beautiful moments in our lives, pass on our opinions and opinions, and also get information, inspiration and support from them. However, with the widespread use of social media, we are also facing a growing problem that hate speech and online harm have become one of the most important issues that need to be addressed in today’s society. Hate speech not only violates the dignity and rights of individuals, but can also lead to social divisions and conflicts, posing a threat to social stability and harmony. At the same time, Internet hazards such as cyberbullying, the spread of false information and other issues have also brought a lot of trouble and unease to people’s lives. In this blog post, we will delve into the definition, impact, and strategies for addressing hate speech and online harm. We will explore how to build a safer and more positive online environment where social media can be a platform to connect people and promote understanding and peace. By strengthening public awareness, strengthening laws and regulations, strengthening platform governance and strengthening international cooperation, we can collectively contribute to solving these problems and creating a more harmonious and friendly digital society.

In the dynamic digital space of social media, we not only see various forms of social interaction and dissemination of information, but also inevitably face the two major challenges of hate speech and online harm. Hate speech can take a variety of forms, including attacks, insults, threats or demeaning of individuals or groups, often targeting race, ethnicity, religion, gender, sexual orientation, disability and other factors. If these statements are allowed to breed in the digital space, they will often evolve into forms of verbal violence, harassment, the spread of false information, and the release of malicious content, which will bring serious negative impacts to individuals and society. In the social media environment of the past, there was a great deal of debate on political, religious, and social issues, but it was followed by long periods of bickering, insults, and provocations, a situation known as “fire wars” (Roberts, 2019). In this case, hate speech is like a fire that burns harmony and rationality in cyberspace. Hate speech is not just a simple expression of words, but also an expression of discrimination, prejudice or hostility toward a specific group, and its impact cannot be underestimated. Hate speech is often accompanied by various forms of online harm, such as cyberbullying, online fraud, cyber intimidation, invasion of privacy, information leakage and so on. Although these behaviors take different forms, they have in common a negative psychological and social impact on the victims, which can lead to serious personal, work and social distress and confusion. Therefore, we urgently need to take more effective measures to deal with these problems, protect the legitimate rights and interests of individuals, and maintain the health and harmony of the social media environment.

Real-world Examples

In today’s social media environment, the challenges of racial discrimination and hate speech loom large. In the case of the Buffalo racist massacre, families of the victims have filed two new civil lawsuits seeking to hold social media companies accountable for their role in the violence (Mckinley, 2023). However, legal experts point out that the current legal framework does not specify whether social media companies are responsible for such third-party content. Section 230 of the Communications Decency Act of 1996 states that social media companies are not directly liable for third-party content posted on their websites. That leaves the Buffalo lawsuit facing significant legal challenges, and legal experts have expressed reservations about its chances of success. While there are precedents for similar cases, such as those brought by families of victims of the Istanbul and Paris terror attacks, these cases have not been successful in court. The situation highlights the complexity and challenge of the issue of racial discrimination and hate speech on social media. Although social media companies have adopted regulatory and management measures to a certain extent, no clear solution has been found on how to effectively deal with these issues. This requires the joint efforts of governments, social media companies and civil society to explore more effective strategies to create a harmonious and friendly online environment that positively contributes to the progress and development of society.

Social media platforms face many challenges and efforts in dealing with malicious speech and online harm, which is particularly evident in the political, social and cultural influences in Asia and Europe. In Asia, particularly in countries where race and gender relations are complex, social media platforms such as Facebook have been widely criticized. These criticisms mainly relate to concerns about hate speech and online harm to specific groups, particularly discrimination against the LGBTQ+ community (Aim Sinpeng, 2021). To address these challenges, companies like Facebook have taken a number of steps, including improving machine learning detection filters, expanding human moderation operations, and improving content moderation policies and accountability measures. More than 100,000 commercial content moderators evaluate posts on major social media platforms, and these moderators mostly take an invisible role, enforcing internal policies, training AI systems, and actively screening and removing offensive content – sometimes thousands per day (Roberts, 2019). Despite these efforts, some civil society reports indicate that these platforms have failed to effectively address organized hatred against ethnic, religious and gender minorities. Matamoros-Fernandez proposed the concept of “platform racism” as a new type of racism that derives from the culture, design, technical feasibility, business models and policies of social media platforms, and the specific culture of use associated with them. Europe has taken some successful regulatory measures to combat the proliferation of illegal content, including frameworks and implementation monitoring reports in collaboration with social media companies, which have helped improve the speed at which malicious content is identified and removed. However, Facebook still faces many challenges in dealing with hate speech in the Asia-Pacific region. Linguistic diversity and differences in cultural context make detecting and responding to hate speech content still a difficult task, especially for a small number of languages and dialects, and Facebook’s content moderation coverage remains limited. This highlights the challenges social media platforms face in dealing with hate speech and online harm, and highlights the need for collaboration between governments, businesses and civil society to more effectively reduce the spread of malicious speech and online harm on social media platforms.

Impact and Consequences

Hate speech and online harm are not just problems at the individual level, but also challenges for society as a whole. In general, hate speech and online harm not only cause direct harm and distress to individuals, but also pose a threat to the harmony and stability of the whole society. Therefore, we need to take active and effective measures to prevent and cope with these problems, including strengthening the supervision and sanctions of laws and regulations, enhancing the awareness and quality of the public, strengthening the management and supervision of online platforms, and jointly maintaining a good social environment and cyberspace.

Strategies for Combating Hate Speech and Online Harms

Everyone has a responsibility to ensure the safety of themselves and others online, which is not only a measure taken by the platform itself, but also a shared responsibility of society. As users, we should strictly abide by the platform’s regulations, avoid Posting any form of violence and hate speech, not spread false information, and not participate in online violence. We should also enhance our sense of social responsibility, actively pay attention to and share positive information, and guide more people to join the ranks of civilized Internet use. For hate speech and online harm, society and the government need to adopt a proactive response strategy. First, we should raise public awareness through extensive education and publicity campaigns. This includes educational programmes in schools and communities, campaigns and lectures to increase public awareness of the dangers of hate speech and the Internet. Through these activities, people can be conveyed the right online literacy and norms of behavior, so that they are aware of the power of speech and the responsibility of cyberspace. Secondly, the government and relevant agencies should strengthen the formulation and implementation of laws and regulations. This includes establishing a strict legal framework that explicitly prohibits and punishes all forms of hate speech and online harm. At the same time, law enforcement should be strengthened to ensure that illegal acts are severely cracked down on and punished, and order and security in cyberspace should be maintained. Third, social media and online platforms should strengthen the supervision and management of user speech. They can take measures such as strengthening content review and filtering mechanisms, establishing effective reporting mechanisms, and promptly dealing with and removing offending content. In addition, a content review system should be established to ensure that users’ comments comply with platform regulations and laws and regulations, so as to maintain a good online environment. Finally, the international community needs to strengthen cooperation to jointly address the issue of cyber violence. This can be achieved through the joint efforts of international organizations, intergovernmental cooperation and civil society institutions. Jointly develop relevant laws and regulations, share experiences and best practices, promote Internet literacy education and awareness, and work together to create a safe and civilized Internet environment.
